Dear Members of the Hearthstone Neighborhood:
As spring warms up in Hearthstone, we are all looking forward to seeing our friends and neighbors emerge from their homes to enjoy the good weather.
Just a couple friendly reminders to keep our neighborhood safe and beautiful:

Yards: This especially warm winter (So nice for a change) means things are going to start growing, weeds especially. Please be sure your yards are in good order and weeded.

Vehicles: As a reminder the Hearthstone POA Convenant that all vehicles shall be parked in a garage or on the driveway. Vehicles should not be parked on the street.

Pets Unattended: There have been a few comments regarding cats roaming the neighborhood and dogs barking. No pet is allowed on the common areas unless carried or leashed. We would like to kindly remind everyone that this is not just a Hearthstone POA Covenant, but it is directly from the City of Rogers as well. Please note that the city has been contacted regarding the cat issue. According to Animal Services, owners of any licensed cats impounded by the city will receive the following: 1st offence, a warning and 2nd offence a fine and citation. Unlicensed cats will be kept for 6 days before becoming property of the city. We have attached the Rogers ordinance rules for your convenience.
Nuisance
An animal shall be considered a nuisance if it damages, soils, defiles or defecates on private property other than the owner's or public walks and recreation areas unless the owner or the person in control of the animal immediately removes the feces and disposes of it in the proper manner; causes unsanitary or offensive conditions; causes a disturbance by excessive barking or other noisemaking; molests, attacks or interferes with persons on private property or in the public right-of-way; or chases vehicles or attacks domestic animals.
Sec. 6-130. - Impoundment of cats and other animals.
(a) Any cat at large and without a current rabies tag and current city license attached, or any cat or other animal otherwise in violation of the provisions of this chapter, may be impounded in the city animal shelter in a humane manner for a period of not less than six days; and if within such time an animal so impounded has not been reclaimed by its owner in accordance with the provisions of this chapter, the animal shall become the absolute property of the animal control authority, which may convey ownership of the animal, or the animal control authority may humanely destroy the animal.
Sec. 6-2. - Penalty.
(a) Violation of any provision of this chapter shall be punished by a fine of no less then $1.00 nor greater then $500.00 and/or community service hours at the city animal shelter.
(b)The owner of an animal which has been impounded has five working days from date of reclaim to obtain a valid current rabies vaccination and city license. If the owner or person in control is found to be in violation, an additional fine between $25.00 to $50.00 will be levied.
